The US has the resources go after ISIL in Libya, but with the 2016 Presidential Elections, and barring any unprecedented incidents, such as a large-scale terror attack within the US, American military operations are slated to continue at their present level until the new US administration takes over in 2017. So what this means for ISIL expansion?
Now that ISIL's position in Syria is shaken, it's clinging desperately for its own existence. The Paris attacks were a continuation of the explosion of the Russian aircraft – as well as the operations against the Shiites in Beirut and Baghdad. This is merely a prelude to similar terror attacks in western countries who are members of the coalition.

In countries where local rulers were staunch American allies, Saudi Arabia, Qatar, nothing of the sort took place. Why the US targets some countries, and not Saudi Arabia, Qatar, or Turkey?
